Where there’s volatility, says Susan Gillespie, there’s also opportunity.
Gillespie is vice president of special global initiatives and director of the Institute for International Liberal Education at Bard College, in the Hudson River Valley of New York. Whereas other U.S. universities have established overseas branch campuses bankrolled by oil-rich nations -- initiatives inspired in part by promises of profit -- Bard has gone to places where resources are scarce but problems are plentiful. Bard’s signature international initiative has been to establish dual degree programs in countries that are post-Communist, post-conflict or -- as in the case of its partnership with Al-Quds University, a Palestinian institution in East Jerusalem -- at the crossroads of continuing conflict.

Governments and philanthropists behind the programs don’t just do it for charity or stealing the best brains, as some may think. “In any single exchange, we expect it to be a two-way street of learning,” said James Wolfe, press attache at the U.S. embassy in Kyiv. Shortly after World War II, when Senator J. William Fulbright began the American flagship academic exchange, the Fulbright program, “he stated that it might actually be a way to prevent a nuclear war,” said Wolfe.

The two longtime leaders in the field, the Toefl and the International English Language Testing System, better known by its acronym, Ielts, have each sought to broaden their reach in countries where the other has been dominant, and to enter new markets. They continually revise and improve their tests, and highlight their differences in their sales pitches to students and colleges.
There is also a new entrant in the market. Last year Pearson, the media conglomerate that publishes the Financial Times, joined the field, billing its new Pearson Test of English, or PTE Academic exam, as a response to a need for a test "that will more accurately measure the communication skills of international students in an academic environment."

Ms. Fathi is part of a wave of Iranians studying in the United States in numbers not seen in more than a decade. Since 1979, when tens of thousands of Iranians studied in the United States, the number of Iranian students in the United States has taken an almost uninterrupted nosedive, bottoming out at fewer than 1,700 students in 1999. Since then, the number of students has begun a slow but steady rise, with more Iranians in the country now than at any other point since 1994, says the Institute of International Education in New York.
